INVITATION TO BID : 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐢𝐧𝐠 𝐬𝐞𝐫𝐯𝐢𝐜𝐞𝐬 𝐨𝐟 𝐚 𝐌𝐮𝐬𝐢𝐜 𝐒𝐭𝐮𝐝𝐢𝐨 𝐂𝐨𝐧𝐬𝐮𝐥𝐭𝐚𝐧𝐭/𝐒𝐨𝐮𝐧𝐝 𝐄𝐧𝐠𝐢𝐧𝐞𝐞𝐫

The Caribbean Development Bank (CDB) and the Government of Saint Lucia (GOSL), signed a Grant Agreement, No GA 57/SLU on August 18^th, 2021, in the amount of US$4,928,425.00, to finance the implementation of the tenth cycle of the Basic Needs Trust Fund Programme (BNTF 10), and intends to apply a portion of the proceeds of this financing to eligible payments under this contract. This Agreement will come to an end in December 2024.

The Project is being implemented by the Saint Lucia Social Development Fund (SSDF).  Payments by CDB will be made only at the request of the GOSL, and upon approval by the CDB, and will be subject, in all respects, to the terms and conditions of the Grant Agreement. The Grant Agreement prohibits withdrawal from the Grant Account for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import, to the knowledge of CDB, is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Charter of the United Nations.  No party other than GOSL shall derive any rights from the Financing Agreement or have any claim to the proceeds of the Financing.

The Saint Lucia Social Development Fund now invite sealed Bids from eligible and qualified Bidders for the Consulting services of a Music Studio Consultant/Sound Engineer. The studio is located in the town of Gros Islet.  The works include but are not limited to the following:

• Assessment of music equipment
• Determine the suitability of music equipment for installation in the music studio
• Assess studio needs
• Design floor layout for the installation of music equipment
• Installation of live room and control acoustic absorption and diffusion treatment and procurement of décor (furniture and accessories)
• Sound testing and commissioning of the recording studios.
• Preparation and submission of operations and maintenance plan/manual for recording studio.

Eligible countries are member countries of CDB. Bidders are advised to review the detailed eligibility criteria detailed in Section 4 and “Conflict of Interest” provisions in Section 5 of the Procurement Procedures for Projects.  The Bidding process is conducted according to the procedures specified in the Procurement Procedures for Projects, financed by the CDB (January 2021), as published on CDB’s website.

Firms, whether bidding individually or in the form of a Joint Venture, shall:

1. Be legally incorporated or otherwise organized in, and have their principal place of business in an Eligible Country;

1. Be more than fifty (50) percent beneficially-owned by a citizen or citizens and/or a bona fide resident or residents of an Eligible Country, or by a body corporate or bodies meeting these requirements, as far as the ownership can be reasonably determined; and

1. Shall have no arrangement and undertake not to make any arrangement whereby the majority of the financial benefits of the contract, i.e. more than fifty (50) percent of the value of the contract, will accrue or be paid to sub-contractors or sub-consultants that are not from an Eligible Country.

Eligible bidders will be required to submit full qualification information with their bids, establishing their eligibility to bid and qualification to perform the contract if the bid is accepted.

Tender and qualification information are to be submitted in the English Language on the prescribed forms inserted in the Bid Documents.  Submissions that do not provide the information required, or do not demonstrate the prospective contractor’s ability to perform satisfactorily, will not qualify and will not be considered for further evaluation.

Eligibility requirements include, but are not limited to the following:

1. Experience or technical qualifications in setting up and commissioning of recording studios
2. Prime contractor in the construction of at least three (3) assignments of the same scope and complexity, comparable to the proposed scope of works, within the past seven (7) years
3. At least ten (10) years working experience in designing and/or building recording studios
4. Experience with working regionally, or for any international organization is highly desirable
5. Demonstrated ability to work and collaborate with a wide range of local, regional and international partner organizations
6. Ability to work independently and manage multiple tasks within specified periods.

Bidding Documents may be obtained by eligible Bidders from address number 1 below.  Requests may be made in person or via email.  Email applications must be clearly marked: “Request for Bidding Documents for the Music Studio Consultant/Sound Engineer”, along with the name, address and contact information of the bidder for which Bidding Documents are being requested.

Hard copies of Bid must be submitted in sealed envelopes clearly marked “Bid for the Music Studio Consultant/Sound Engineer”, and must be received at the address below no later than 3:00 p.m. on Tuesday, February 27^th 2024.  Late bids will be rejected.

The SSDF reserves the right to accept or reject any bid, and to annul the process and reject all bids, at any time prior to award of contract, without thereby incurring any liability to the affected prospective bidder(s) or any obligation to inform the affected prospective bidder(s) of the grounds for Government of Saint Lucia/Basic Needs Trust Fund action.  SSDF will not defray any costs incurred by any bidder in the preparation of bids.
